David Koller is Watchlist’s Advocacy Officer. He is responsible for managing the design and implementation of the organization’s advocacy strategy in New York. David is an international lawyer with significant experience in the areas of humanitarian and human rights law and external relations. Prior to joining Watchlist, he spent eight years at the International Criminal Court as Special Assistant and then Legal Officer to the first two Presidents of the Court. In these roles, he advised the Presidents on diverse legal, management and external relations issues and strategies. He regularly represented the Court in meetings with the United Nations, States and NGOs, in particular on issues of international cooperation, implementation of the ICC Statute, and governance of the Court, and he authoured or coordinated the production of the Court’s main policy reports as well as writing the speeches of the President. David holds a Juris Doctor from New York University School of Law and has published extensively on issues of international law and human rights. He is a dual citizen of Ireland and the United States.
