Decree establishing and organising centres for GBV survivors (Décret n° 23/09 du 22 février 2023 portant création, organisation et fonctionnement des Centres Intégrés des Services Multisectoriels de prise en charge des survivantes des violences basées sur le genre en République Démocratique du Congo, CISM en sigle)

This decree—adopted by the Prime Minister of the Democratic Republic of the Congo on February 22, 2022—organizes the creation of centers mandated to provide care for survivors of gender-based violence, including adults or children. These centers are intended to provide survivors with holistic support (legal, psychosocial, medical, etc.) to help them heal from their trauma. Children should receive support (i.e., school fees) to enable them to return to school (Article 20). As of December 2024, the establishment of these centers remained in process, and the centers were not yet fully operational.
