This decree established the National Committee for the Prevention and Suppression of International Crimes. This committee assists the government in combating all activities that may constitute serious violations of fundamental human rights (art. 4). Its task is to draw the Government’s attention to any situation that requires attention, particularly situations where such crimes may be committed. This committee does not act on its own; it only has to report its findings to the government, and the government bears responsibility for taking action in response. The committee may, however, plan and coordinate measures to provide assistance to victims (art. 5); it may also collaborate and cooperate with public and private, national and international bodies concerned with the prevention and punishment of mass crimes. The committee is based in Kinshasa.
