This explanation, provided by the Ombudsman, addresses Order № 496 issued by the Ministry of Health of Ukraine on March 22, 2022, which regulates the provision of medical assistance to internally displaced persons (IDPs) under martial law. This order allows displaced citizens to receive primary medical care at any healthcare facility near their current location, regardless of previous registration. Additionally, urgent medical assistance and vaccinations are available without requiring a declaration of a chosen primary care physician.
As part of this policy, IDPs can also access free online medical consultations through the HELSI platform, where doctors registered in the National eHealth System offer consultations without the need for referrals or declarations.
The “Affordable Medicines” program remains active during martial law, ensuring citizens can access essential medications with an electronic or paper prescription. Notably, doctors can issue prescriptions over the phone, and medicines are available at participating pharmacies, which can be located via a special electronic map.
Vaccination for children is given particular attention, considering the increased risk of disease during wartime. Children can receive vaccinations according to the Immunization Schedule, which includes ten core vaccines, at no cost at nearby healthcare facilities.
