On 18 June 2015, under the Presidency of Malaysia, the Security Council held an Open Debate on Children and Armed Conflict focusing on the issue of abductions. This was the second thematic debate on children and armed conflict to take place during the calendar year. The first open debate, on the topic of engagement with non-State actors, took place on 25 March 2015 under the Presidency of France.

The June open debate followed the publication of the 14th Annual Report of the Secretary-General on Children and Armed Conflict, and resulted in an outcome document in the form of a Security Council resolution adding abductions as the “fifth” trigger for listing criteria to the annexes of the annual report.
