May 31, 2022 – In this open letter, Watchlist on Children and Armed Conflict joins 17 nongovernmental organizations (NGOs) in calling on Secretary-General António Guterres to ensure the publication of a complete list of perpetrators of grave violations that is evidence-based and accurately reflects data collected and verified by the United Nations Monitoring and Reporting Mechanism (MRM) in his forthcoming annual report on children and armed conflict (CAAC).
The letter calls on the Secretary-General to ensure that all parties to conflict responsible for committing a pattern of grave violations against children are listed in the annexes in accordance with the criteria set out in the 2010 annual CAAC report. It also urges the Secretary-General to include four situations of concern in the forthcoming report.
