May 11, 2020 – In this open letter, Watchlist on Children and Armed Conflict joined 20 nongovernmental organizations (NGOs) in calling on UN Secretary-General António Guterres to publish a complete and accurate list of perpetrators of violations against children in his upcoming annual report to the Security Council on children and armed conflict. The annual report and its annexes have a proven power to influence warring parties’ behavior and promote accountability and compliance with international law, but all perpetrators must be held to the same standards, the NGOs stated in the letter.
In the letter, the NGOs urged the Secretary-General to “ensure the publication of a complete list of perpetrators of grave violations that is evidence-based and accurately reflects data collected and verified by the United Nations Monitoring and Reporting Mechanism.”
