April 2026 – In its tenth annual policy note, Watchlist makes recommendations to the UN Secretary-General regarding the list of perpetrators of grave violations against children in his forthcoming annual report on children and armed conflict.
Watchlist’s 36-page report, “A Credible List”: Recommendations for the Secretary-General’s 2026 Annual Report on Children and Armed Conflict, makes eight recommendations for the listing or relisting of parties that have committed grave violations against children, 23 recommendations for further investigation to determine whether parties should be listed in the annexes of the 2026 report, and one recommendation to include a conflict setting as a “situation of concern.”
