(HRW) – There are fresh allegations that the rebel New People’s Army (NPA), the armed wing of the Communist Party of the Philippines, is still recruiting children for use as fighters. The Armed Forces of the Philippines announced last week that a 14-year-old boy was among two suspected NPA fighters captured after what the military called a “legitimate encounter” on February 9, in Compostela Valley province on the southern island of Mindanao.
