A new Resolution expanding the criteria for including perpetrators on the “list of shame” to attacks on schools and hospitals would constitute a crucial step to strengthen the overall protection of children in conflict. It would expand the “naming and shaming” strategy of the annexes of the Secretary-General’s reports, and allow the UN to negotiate specific Action Plans with parties to conflicts in order to stop attacks against schools and hospitals. This will come in addition to existing Action Plans on recruitment and use of child soldiers, killing and maiming of children and rape and sexual violence against children in situations of conflict, which have already produced concrete results on the ground.
