Specification for the protection of educational institutions and institutions of higher education

These specifications were first issued in draft form in 2011 and updated in July 2023, November 2023, and August 2024. Their purpose is to establish standards and requirements for incorporating ‘safe rooms’ in educational institutions in Israel for all age groups, from toddlers to higher education.

The document outlines guidelines regarding construction materials, access routes, space per person, ventilation, sanitation, and accessibility features. For instance, the maximum distance between a classroom and a safe room for students in 7th grade and above must not exceed 45 meters. For younger children, including those in kindergarten and daycare centers, the distance is limited to 30 meters. If the educational institution is located in a front-line residential area, the 30-meter rule applies to all age groups.
