These Rules and Regulations were adopted to implement Section 32 of Republic Act No 7610 (“An Act Providing For Stronger Deterrence and Special Protection Against Child Abuse, Exploitation And Discrimination, Providing Penalties For Its Violation And For Other Purposes”). As noted in Section 1, “These Rules and Regulations seek to encourage the reporting of cases of physical or psychological injury, sexual abuse or exploitation, or negligent treatment of children and to ensure the early and effective investigation of cases of child abuse towards the prosecution of the offender consistent with the need to promote the best interest of the child victim.”
