Description

This resolution act establishes the procedure for the temporary relocation (evacuation) of children and individuals residing in various types of institutions, owned and managed under different forms, that are located in areas of active hostilities or nearby, to safe regions within Ukraine or abroad. The document aims to protect vulnerable groups, particularly children residing in specialized institutions, by creating safe conditions for their protection and well-being during wartime.

The government instructs regional and Kyiv city military administrations to ensure the prompt evacuation of these individuals to safer regions. To facilitate this, the Ministry of Reintegration of Temporarily Occupied Territories, the Ministry of Defense, and the Ministry of Internal Affairs, in cooperation with “Ukrainian Railways,” are tasked with determining safe evacuation routes.

The document also obligates national and local authorities, as well as relevant ministries, to designate institutions where evacuees can be temporarily housed. They must organize safe and adequate living conditions for individuals subject to evacuation. Additionally, the National Social Service, the State Border Guard Service, and the Ministry of Foreign Affairs are responsible for maintaining a registry of temporarily relocated persons evacuated abroad, with records of their overseas locations and information on accompanying persons.

The act is a step in protecting vulnerable populations during armed conflict, though its implementation depends on resource availability, effective coordination between state agencies, and adherence to established procedures. It is essential that local administrations have access to the necessary resources for rapid and safe evacuation, and that all involved agencies maintain a unified database to monitor relocated individuals.
