The Cabinet of Ministers Resolution on crossing the state border by certain categories of Ukrainian citizens introduces amendments to the existing Border Crossing Rules. It establishes a specific procedure for the exit of women who are adoptive parents, guardians, caregivers, foster parents, or parents in family-type homes, as well as men who are single fathers and raise a child alone. The main purpose of this Resolution is to enable these parents and guardians to visit their children who are abroad or to accompany them when leaving Ukraine. Such individuals are allowed to cross the state border only with the necessary supporting documents that confirm their status, child custody rights, and the purpose of travel. This is an essential measure to prevent child trafficking and the illegal removal of minors from the country.
The travel restrictions for Ukrainian citizens were introduced due to security needs stemming from the military situation in the country. At the same time, to protect children’s rights and support families, the government has introduced certain exemptions for single parents and legal guardians. The implementation of this Resolution by the State Border Guard Service of Ukraine involves a thorough verification of documents to confirm the legitimacy and necessity of the trip, ensuring the protection and safety of children from potential threats.
