Order № 496 issued by the Ministry of Health of Ukraine regulates the provision of primary healthcare to internally displaced persons, including children, during the period of martial law. This regulatory act ensures access to free medical care at the actual place of residence without the need to sign a new declaration with a doctor. Such an approach simplifies the process of obtaining medical assistance for displaced persons, which is particularly relevant given the high mobility of the population during wartime.
Special attention is given to the vaccination of children who have been displaced within the country. According to the immunization schedule, they can receive necessary vaccines free of charge, regardless of whether they have a signed declaration or not, at their actual place of residence or stay. This decision significantly contributes to maintaining an adequate level of vaccination coverage in the country and reduces the risk of spreading infectious diseases among the child population, which is especially important given the heightened challenges facing the healthcare system during martial law.
The Ministry of Health’s order is an essential step toward ensuring the right to medical care for internally displaced persons and supports the realization of their right to health.
