The law amends certain provision of the repealed National Service Law of 1987 as follows:
- Article (1) imposes compulsory military service on all Libyan citizens between the ages of 18 and 35.
- Article (4) exempts certain individuals from national service, including graduates of military and police colleges, those who have already performed national service in the armed forces or for reasons related to public interest, and housewives, defined as married, divorced or widowed women with children in their custody.
- Article (7) authorizes the Commander-in-Chief of the Armed Forces to call up individuals who have completed national service to undertake military training each year.
- Article (9) prohibits the employment or recruitment of individuals between the ages of 18 and 35 unless they provide certificates or forms for exemption, postponement, or performance of service.
