Description

This Resolution of the Cabinet of Ministers of Ukraine establishes the creation and operation of a Unified Registry of persons, including children, who have been deported or forcibly displaced due to “the armed aggression of the Russian Federation against Ukraine.” The registry serves as a tool for organizing data on affected individuals, ensuring their legal protection, and monitoring their location and status. The Ukrainian National Peacebuilding Center, which performs the functions of the National Information Bureau under the Geneva Convention on the Protection of Civilian Persons in Time of War, is responsible for collecting this information and sharing it with international organizations, such as the International Committee of the Red Cross, to safeguard the rights of these individuals.

The registry mandates monthly reporting from central executive bodies on displaced persons, including children. Regional military administrations are required to conduct informational campaigns to highlight the importance of submitting this data. Additionally, the resolution assigns the State Migration Service the duty to facilitate the return of deported citizens by providing them with documentation for re-entry into Ukraine. The Ministry of Foreign Affairs ensures international support for implementing this protection.

During the implementation phase, special attention is given to effective coordination between national and international institutions, aimed at protecting the rights of the most vulnerable groups. The successful realization of this resolution will be crucial in ensuring the legal and social protection of deported and forcibly displaced Ukrainians.
