Resolution № 331 of the Cabinet of Ministers of Ukraine, dated March 22, 2024, regulates the provision of temporary assistance for children left without parental care and temporarily placed with relatives, acquaintances, foster families, or family-type children’s homes under the “No Child Alone” program. This support is granted per child, amounting to 2.5 times the subsistence minimum for children of the corresponding age, and 3.5 times for children with disabilities. This measure serves as an essential social protection tool for vulnerable children, ensuring financial support and facilitating their proper care and upbringing.
The introduction of this assistance addresses the growing need for support of children who have lost parental care due to various circumstances, including military actions, territorial occupation, and socio-economic challenges. The resolution outlines payment mechanisms, application procedures, and the possibility of submitting applications electronically through state portals, making the assistance more accessible. To ensure transparency and accountability, control measures have been established to oversee the proper use of these funds. Importantly, the assistance is available regardless of the child’s place of residence, except in occupied territories.
At the implementation stage, the resolution offers additional resources and guarantees to individuals who take on the responsibility of temporarily caring for these children. Execution largely depends on regional and city administrations, which are tasked with conducting informational and explanatory work among the public. However, continuous monitoring of the assistance’s effectiveness and the alignment of payments with the children’s needs will be crucial aspects that require ongoing attention.
