This order from the Ministry of Health of Ukraine concerns the registration of newborns during martial law, which was introduced in Ukraine by the President’s decree on February 24, 2022. Given the critical circumstances of wartime, with limited access to medical facilities and civil registry offices, this order regulates the process of confirming a child’s birth to ensure the issuance of official documents even under dangerous and unstable conditions.
The order requires healthcare providers assisting with childbirth to fill out a Medical Certificate of Birth (Form No. 103/o) for each case of a live birth. If circumstances prevent the issuance of this certificate, the healthcare provider must issue the mother a certificate in a free format, containing all necessary information about the newborn and the circumstances of the birth. This certificate is considered equivalent to the Medical Certificate and is recognized as an official document to confirm the child’s birth.
Additionally, the order regulates situations where the child is born outside of a medical facility. In such cases, the birth is confirmed by an examination of the mother and child by doctors of the relevant specialties, provided there is information in the primary medical records confirming the pregnancy.
