On July 26, 2005, the Security Council unanimously adopted United Nations (UN) Security Council Resolution (SCR) 1612 on the protection of children affected by armed conflict. This groundbreaking resolution established an unprecedented UN-led Monitoring & Reporting Mechanism (MRM) to report on the six grave violations of the rights of children in armed conflict. In order to ensure that grave violations reported through the MRM receive consistent and ongoing attention from the Security Council, SCR 1612 also established the first-of-its kind Security Council Working Group on Children and Armed Conflict (Working Group).

The Working Group is chaired by a member of the Security Council on a two-year rotation (currently Germany) and meets on a bi-monthly basis.
