There is no MRM being implemented in the OPT/Israel and no parties to the conflict are listed in the Secretary-General’s annual reports. However, a voluntary working group on children and armed conflict has been established in the area and information on the situation of children in the OPT/Israel is featured in all Secretary-General’s annual reports on children and armed conflict.

BACKGROUND

Children living in the Occupied Palestinian Territories (OPT) face numerous challenges due to the ongoing military operations and violence. There are reported cases of minors being recruited by Palestinian militant groups to participate in insurgency activities and by the Israeli Intelligence to work as informants. While no cases of death or injury of children as a result of Palestinian rocket attacks have been recently reported, the constant threat of such attacks creates significant anxiety for Israeli children living near the Gaza strip. Children have been reportedly killed and injured during military operations conducted by the Israeli army and severe damage to schools and hospitals has been observed, in particular in Gaza. Schools have also been used as interrogation centres by Israeli authorities, disrupting the educational routine in the OPT and compromising the civilian status of school buildings. Denial of humanitarian access is another major challenge, in particular in Gaza, due to the ongoing blockade imposed by Israeli authorities. The blockade creates severe shortages of food, clean water, medicine and construction materials, thus hampering the provision of adequate assistance to children as well as the reconstruction of basic infrastructure, including schools and hospitals.
